The S4RSA Team developed a structure for writing estimative reports that would address the following Terms of Reference:


  • Requirement:

    • What international or regional authorities, bilateral partnerships, or non-governmental organizations currently are and are likely to remain major players in security sector reform, specifically with regard to the civil oversight, administration of justice, and law enforcement sectors, in Liberia, Sierra Leone, Democratic Republic of Congo, and Sudan?
    • What are the strategies and resources that are being used and are likely to continue to be used to build capacity and sustainability in the civil oversight, administration of justice, and law enforcement sectors in Liberia, Sierra Leone, Democratic Republic of Congo, and Sudan? Why have these strategies been selected and, if appropriate, why are they likely to continue to be used? Can any of these strategies be used as benchmarks for effectiveness?
    • What are the likely short (12 months), medium (2-3 years), and long term (3-5 years) impacts of civil oversight, administration of justice, and law enforcement reform policies currently in place in Liberia, Sierra Leone, Democratic Republic of Congo, and Sudan?



The Team broke down the questions within the requirement to:

  • 4 countries - Democratic Republic of Congo (DRC), Liberia, Sierra Leone, and Southern Sudan
  • 3 SSR sectors - law enforcement, administration of justice, and civil oversight
  • 3 areas of interest - major players, strategies and resources, impacts


The Team broke down the primary area of interest further:

    • NGOs


These headings became the topics for our reports, starting with the authorities, organizations, and other entities that comprise the major players. The following reports addressed what strategies and resources the identified major players were using to build capacity and sustainability in SSR reform. The next report or set of reports estimated what the short, medium, and long term impacts on SSR reform the identified strategies will likely have.

The team wrote this area of interest reports for each SSR sector and then synthesized those findings and incorporated new findings into comprehensive reports for each SSR sector. The Team synthesized these three SSR sector reports and incorporated new findings into one report for each country.
